The scientific, social, and business journal Energy Policy has been published since 1995. Since February 25, 2011, it has been included in the List of Russian Peer-Reviewed Scientific Journals (the VAK List).
The founders of the journal are the Ministry of Energy of the Russian Federation and the LLC “Globalization and Sustainable Development. Institute for Energy Strategy”.

Energy Policy publishes scientific papers, analytical reviews, opinion columns, and expert journalism on key trends in the development of the global and Russian fuel and energy complex. Authors include heads of federal and regional authorities, executives of oil and gas companies and analytical agencies, academicians of the Russian Academy of Sciences, leading researchers, and industry experts.
The journal covers various aspects of the development of the global and Russian energy sectors, with particular attention to issues of the global energy transition, energy security, sustainable development of energy systems, energy efficiency of the economy, regulation of the fuel and energy complex, transformation and reform of energy industries, and ecological and regional aspects of energy development.

On the first page of the manuscript, the following information must be provided: UDC index, author’s full name, position, academic degree, and academic title in both Russian and English, as well as the author’s e-mail address or contact phone number.
The first page must also include the article title in both Russian and English.
Each article must contain an abstract of 400–600 characters (including spaces) and a list of 5–6 keywords in Russian and English.
Articles must be well-structured, with a clear and logical organization of sections. The text should include a presentation of the topic, scientifically grounded argumentation, and well-formulated conclusions.
Articles are submitted in electronic form. The recommended length is 15,000–30,000 characters including spaces. Figures, charts, and tables should be embedded in the text of the article. Infographics may also be submitted as separate files:
a) original images copied from sources (websites) — in jpg, jpeg, or png format;
b) author-created graphics — in pdf format (if prepared in Microsoft Office or other graphic software).
Tables created in Microsoft Word must be included within the article text; tables created in other programs are submitted according to the general rule. Cross-references to infographics must be provided in the text, with mandatory numbering and designation (e.g., “Fig. 1” for figures, graphs, diagrams, etc.; “Table 1” for tables) at their appropriate locations according to the author’s layout.Formulas should be numbered consecutively throughout the article. The formula number is placed in parentheses on the right margin of the page (e.g., (1), (2), etc.).
The article must include a list of references. The minimum recommended number of references is 10–12. The list should be numbered consecutively using Arabic numerals. In-text citations should be indicated in square brackets, e.g., [1]. Bibliographic entries must be formatted as follows:
- For monographs (books): author’s surname and initials, full title, place of publication, publisher, year.
- For journal articles: author’s surname and initials, article title, journal title, year, volume, issue, pages.
All references in Russian must also be provided in Latin transliteration as a separate list.
Submission Guidelines
- All manuscripts must be submitted to the editorial office electronically in .doc or .docx format. The file size must not exceed 10 MB.
- By submitting an article, the author agrees to the publication rules of the journal. Submission to the editorial e-mail (gorshik@yandex.ru) constitutes the author’s consent to the processing of personal data.
- Each submission must include a License Agreement for the transfer of copyright to the editorial office (standard author’s license form).
- By submitting a manuscript to gorshik@yandex.ru, the author confirms acceptance of the Publication Ethics Policy. The author certifies that the article contains no plagiarism, has not been previously published in whole or in part in other journals (except for abstracts, lecture materials, or dissertation-related content), and does not violate copyrights, trademarks, patents, or other legal or property rights of third parties.
- Submitted manuscripts are not returned to authors.
- No publication fees are charged.
- All manuscripts submitted to the editorial office undergo mandatory peer review. The review process consists of two stages. The first stage is conducted by the editorial board, where the responsible secretary or editor assesses the manuscript’s compliance with the journal’s scope and formatting requirements.
- The second stage involves external blind peer review. The number of reviewers required for evaluation is determined by the Editor-in-Chief and Deputy Editors. All reviewers are qualified experts in the subject area of the submitted manuscript and must have published works on related topics within the last three years. All review reports are stored in the editorial office archives for five years.
- The editorial board and reviewers assess the thematic relevance of the manuscript to the journal’s focus or special issue, the significance and novelty of the topic, and the overall quality of the research. The review should address the following criteria:
whether the content of the article corresponds to its stated topic;
• whether the article reflects the current state of scientific and theoretical knowledge;
• whether the article is accessible to the target audience of the journal in terms of language, style, structure, clarity of tables, figures, charts, and formulas;
• whether publication is appropriate considering previously published literature on the topic;
• what the specific strengths and weaknesses of the article are, and what revisions, clarifications, or additions are recommended;
• whether the article is recommended for publication (with or without revisions) or not recommended for publication. - Based on the review results, the article may be:
– recommended for publication;
– recommended for revision; or
– rejected.
Authors receive copies of review reports or a motivated refusal. Copies of reviews are also provided to the Ministry of Science and Higher Education of the Russian Federation upon request. - Articles not recommended for publication are not reconsidered for review.
- The revision period should not exceed one month from the date the author receives the review. The revised article may be resubmitted following the journal’s submission requirements and must include a detailed response to the reviewer’s comments.
- After a positive decision on publication, the responsible secretary or editor informs the author of the acceptance and the expected publication date.
- The editorial board reserves the right to make the final decision on the publication of any manuscript.
The editorial board of the Energy Policy journal is committed to upholding the highest international standards of publication ethics, which apply to all participants in the publication process — editors, authors, and reviewers.
The editorial office adheres to the ethical principles of the Committee on Publication Ethics (COPE), which include impartiality toward submitted materials and authors, transparency and fairness in the peer-review process, confidentiality of unpublished materials, and the protection of the personal data of both authors and reviewers during the review procedure. The editorial board acknowledges and accepts full responsibility for all published content.
For reviewers:
Reviewers are expected to maintain professional ethics and formal communication standards. If a reviewer is unable to conduct a review, they must promptly inform the editor. Reviewers are obliged not to share manuscripts or any information about them with third parties.
For authors:
Authors guarantee that their submission is original, contains no plagiarism, has not been published previously in whole or in part elsewhere, and will not be submitted to other journals before its publication in Energy Policy. The manuscript must not violate copyrights, trademarks, patents, or any other legal or proprietary rights of third parties. If the research publication process requires internal approval by the author’s institution, the article must be authorized by the responsible representative of that institution.
The author confirms that the manuscript has been approved by all co-authors and bears full responsibility for the accuracy and reliability of the data presented. In the event of discovering errors or inaccuracies, the author must immediately notify the editorial office. When using materials, results, or data from other sources, the author is required to provide proper citations to the original publications.
In cases of ethical misconduct or violation of publication ethics, the editorial board reserves the right to reject the manuscript and to decline consideration of future submissions from the author.
The journal Energy policy adheres to the principles of open access, ensuring the free and unrestricted dissemination of scientific knowledge.
